Kiln is two things: a code review/code browsing/repository management
tool, and a Mercurial hosting server.
The code review/code browsing/repository management part is written in
C# and Wasabi, is relatively DVCS-agnostic, and doesn't even have to be
installed on the same machine as the Mercurial hosting server. It's not
a derivative work of Mercurial, so it's not covered by the GPL.
The Mercurial-hosting component obviously is covered by the GPL. To
comply with the GPL, when customers install that component, they're
notified that it's covered by the GPLv2 and provided with the full
source code as a required part of the install. While we haven't yet
gotten around to providing the source publicly on the website for those
who aren't customers, anyone on the beta is of course permitted to
redistribute the the Mercurial server under the terms of the GPLv2.
