How to exclude some files from win32text (en|de)code?

I am new to this mailing list and have a question about the win32text
extension.  I feel the extension is very nice to use Mercurial on Windows
but I still have trouble to configure it to exclude some files from
(en|de)code like this:

[decode]
** = cleverdecode:
**.texi = ## something that does not decode anything

Do I have to use slower "pipe:" or "tempfile:" filter for doing it?  I will
appreciate it if someone let me know a better solution.
