Hm, if all other apps talk English what's difference if you set
LANG or LC_ALL eg. your bashrc? Generic OS X apps would still
talk German, wouldn't they?

Not that I know of. But you can create an alias or a shell script
for hg:
env LC_ALL=en_US.UTF-8 hg
