[ANN] TortoiseHg 0.8.3 released

0.8.3 is a bug fix release and the final release of the 0.8 branch.

On Windows, the 0.8.3 installer comes with the tip of Mercurial's
stable branch at the time of release, aka 1.3.1+7cea12e70129

#544 - fix unshelve when patch.eol is unconfigured
#566 - fix non-ASCII branch names
#568 - empty commit messages break annotate and other tools
#590 - fix backtrace in sync tool on update
#598 - fix diff to local on files in changeset viewer
#615 - fix launch of external commit tool (qct)
