I think last time we talked about closing you were very clear that
closing was supposed to be about branch heads only, not about heads
per se.

I also sent an email about improving branch closing by making it only
available (from the UI) *within* merges, to prevent branch closing
from leaving loose heads out there (or requiring an extra changeset
just to cleanly make it go away), but there were just a lot of
tumbling weeds in that thread. :)
