1.4 release

We've held up the release in an attempt to finish the relicensing
process. I talked with our legal counsel from the SFLC this morning, and
decided that we're going to proceed with the release with the current
license. Feature freeze will be this Saturday, with the release on
Monday, November 16th. Future releases will be back on schedule.
