CVS convert fails

I am trying to convert a CVS repository to Mercurial.  This is the
output that I get.

initializing destination /var/hg/0.1 repository
cannot popen cvs version. exiting
connecting to /usr/src/srasku/cvs-import/cvs
scanning source...
sorting...
converting...

I have previously converted my repository successfully so I am not
sure why this is happening now.  I am also not sure what the "popen
cvs version" error is.  I can do "cvs version" from the command line.
This is the output of that command:

Concurrent Versions System (CVS) 1.11.17 (client/server)
