[i18n] Start traditional Chinese translation for Mercurial

Dear Martin, Dongsheng:

IMHO, I think it's more appropriate if we rename zh.po to zh_CN.po.
The reason is:

1. It's the convention which most open source software stand to. To
prove this, you may want to check /usr/share/locale in your Linux box.

2. The most important thing is, if zh.po still exists in Mercurial
withount zh_TW.po, we (people in Taiwan) have to face to "Mercurial
with Simplified Chinese interface." Believe me, Most of users in
Taiwan are more familiar with English than Simplified Chinese. In
fact, after I upgraded Mercurial to 1.2, I deleted the zh.po first,
otherwise I can't understand the message shown by "hg help."

Anyway, The decision is up to the maintainer, I hope the maintainer
can consider this issue seriously. :)

p.s. So I will start this task, and take care of zh_TW.po and zh_HK.po.
