[i18n] Start traditional Chinese translation for Mercurial

Dear list,

I would like to volunteer contributing translation of traditional
Chinese. I've read the related page [1], and wanted to see if this
task has already overlaped.

Note: the Chinese translation distributed with Mercurial currently is
different from this task. Traditional Chinese is used by people who
live in Hong Kong and Taiwan.
