"hg mv" cannot change case on windows, and "hg status" does not notice it either

Using Explorer or rename on the standard command prompt I have no 
problem changing the case of a file name.  This is on Windows XP Pro 
SP3.  I've tried on both FAT and NTFS partitions.  I don't have 
PowerShell installed to try with.
