Avoiding conflicts in .hgtags

Nope.  I just threw it out there in case anyone else was interested.
Since I'm not (yet) using Mercurial on any big projects where I care
about tags, merging .hgtags is not a pressing issue for me.  Yet.

(Also, I'm not sure that script is production quality.  Read the
comments and code and you'll probably agree.)
