Yes, I think that precisely hits the issue. 

Even very basic concepts should become clear to the average user while he uses 
Mercurial - and I'm quite sure that most people will simply start with just 
working the way they are used to from subversion, just adding hg pull, hg push 
and hg merge. 

As additional idea "hg help hgrc" could show the hgrc man page (or some other 
help on hgrc, but having info seperated gives the risk that parts get 
outdated, or that the cost of updating gets too high), and hg pull could give 
a pointer to that (In fact I think that all/most commands which use the paths 
definitions should give that info - or at least the basic commands).
