How to merge only changes of certain files of a given changeset into a working copy?

And in addition to the mentioned accustomed workflow with CC, I would like to 
add yet another catagory of ignorant developers. People who don't know what 
compiler they use, who checking file.1.txt and file.2.txt in the repo, so on 
and so forth.

If thats the common denominator, probably CC is a good choice for a manager.
