They are switched off, because they can rewrite history. 

Reason: If you want the ability to shoot yourself in the foot, you need to 
activate an extension first. 

For beginners that's a great safety net, and I for instance don't really need 
MQ and rebase most of the time. It took me a year to activate the MQ extension 
for the first time, because most things can also be done quite elegantly 
without it.
