mercurial gpl license prevents adoption at eclipse.org ?

For the legal part: Shipping with Eclipse is an aggregation, which is legal 
with any GPL program - even shipping alongside proprietary stuff (just think 
GNU/Linux distributions shipping proprietary drivers).
