Meta-Description of changes in the repository format

1) Debian stable user wants to access my repository created with the most 
current version of Mercurial testing. 

2) Future OLPC Mercurial user without internet access (outdated version) wants 
to use a new style repository (with proposed escaping of windows device dirs 
and a solution to the long paths problem) given to him on a USB stick. 

Besides: a meta-description is only one idea how these could be tackled. There 
may well be more elegant solutions, I just didn't find yet.
