different user access to multiple repo

Well..... that's weird. I use exactly the same setup and it functions as
expected. Are you sure you don't have an ~/.hgrc or something like
$INSTALLROOT/etc/mercurial/hgrc or
$INSTALLROOT/etc/mercurial/hgrc.d/*.rc around that somehow could
overwrite these settings?
