deny pulling when mq is applied?

Would it be difficult to deny pulling from a repo that has mq patches  
applied?

It just happened here and caused some confusion. After resolving the  
problem, I found the suggested hooks for preventing this at http://www.selenic.com/mercurial/wiki/index.cgi/MqExtension#head-db21dd28b236ce26c4671696dc32ca9c195e53e6
I'll install them no so this won't bite me again.

The paragraph states that Mercurial 0.9.2 and later won't push in that  
case without --force, so would it make sense to deny pulling without - 
f as well?
