This means that there is no "hg serve" running on 172.16.1.14.

 From your taskbar I can see you have a Putty session. It looks like you 
meant to type 172.16.1.15; that is what Putty connected to.

P.S. And if you really need to send a screen grab, send them as PNG. In 
your case the image reduces in size from 1.5M to 35k. But even then, ask 
first on the list.
