[RFC] wiki pages about Mercurial commands

Since there seems to be zero progress on this,
I have updated the page ManPages to reflect the
current status quo about the official links and
replaced the links on the command pages to a current
version of hg.1.html I uploaded to my own site for
now.

If anyone has a better idea or wants to have
that hg.1.html uploaded somewhere else, please speak
up so we can change the links.
