Multiple patch queues

It's possible, but more clumsy. Suppose I want to edit one of my
patches then test. I'd have to pop all the Windows patches, then the
ones of mine above the one I'm editing, then do the edit, qrefresh,
re-push everything and test. And if I've made a mistake and broken the
tests, I get to do it all again :-(

At the moment, I pop to the right point, edit, test, repeat until the
tests work again and then qrefresh.
