deleting a named branch

I have long advocated a separate repository for storing meta-information 
about the main repository.  That way commits could be moved among 
branches, tags could be changed, even commit comments could be fixed. 
It's also the right place for GPG signatures to live.  Hopefully I'll 
find time to demonstrate these ideas in code one of these days.
