As pointed by others, Bugs Everywhere targets a system like that. It
inspired a swiss student who sent a be extension for mercurial a few
months ago. I don't know if he's still working on his project, but I
kept a copy of his repo at http://isis-ulp.org/bug/be/ with only a
few changes to keep it working with further releases of mercurial.
