Mercurial 1.1 released!

Checking the Win32 installer - it looks like it has been compiled by
accident on a machine without Win32 extensions - therefore the OS and User
specific .ini file search bails out and falls over to hardcoded
c:\mercurial\mercurial.ini

Rebuilding the installer with Python / Win32 extensions fixes the issue.
