Ah, this is the source of the problems then. Applications get overlay
icons in the order they were installed. When you installed TortoiseSvn,
it essentially took all of the remaining slots so the 0.4 installer was
unable to register it's icons.
Uninstalling tortoisesvn, then installing tortoisehg and tortoisesvn
again in that order should fix it.
There's a plan in place to make all of the tortoise projects share
overlays, but this won't be in place until the next major release of
both tortoisesvn and tortoisehg.
