[ANN] Qct 1.2

Hi folks,

I released version 1.2 of the Qt commit tool today.  The main
improvement over the 1.1 release was the use of mercurial.dispatch
internally in the Mercurial backend. This measurably improved
performance, especially on Windows.

The MQ functionality was also refactored between 1.1 and 1.2 due to
extensive testing on Windows.  The new MQ backend is more robust and is
more efficient in larger repositories.

As always, let me know if you encounter any problems with it.

Note that the two Mercurial for Windows installers I build do not yet
have have the 1.2 version of Qct in them.
