[ANN] Mercurial-NSI installer 0.4

Hi folks,

I just posted up a 0.4 release of the "Python Approach" windows
installer.  This version is effectively feature complete.  The website
can be reached here: http://qct.sourceforge.net/Mercurial-NSI.html

New in this release are:

* gtools is functional "out of the box"
* hg-config integration (username and webconf dialogs)
* putty/plink moved to C:\Python25, which is usually in your path
* improved hgrc.d based configuration layout

Tomorrow I intend to cleanup the "Batteries Included" installer and make
a new release that includes hg-config and other improvements.
