One way, perhaps, is to always use 127.0.0.1 instead of localhost, forcing
the use of ipv4. I doubt that ipv6-only hosts are common enough to care
about.
Then again, if ::1 wasn't in your /etc/hosts, I'm not sure how that was
tried. Possibly you're running a version of the OS that still uses the
ipnodes database, or possibly your namservice "helpfully" resolves
localhost for you?
