Not reading Mercurial.ini in Windows system

I have been using Mercurial on my Linux system for some time and I love it!

I have just loaded it on my Windows system and cloned some projects. I
created the %USERPROFILE%\Mercurial.ini as outlined in the HGRC(5) page and
copied my Linux .hgrc configurations to it but it does not appear that hg is
reading that file.

When I commit changes I get prompted for the user name. The user name I type
in DOES get written back to the %USERPROFILE%\Mercurial.ini but is not read
next time and I get prompted again. I also changed some of the default
command flags to see if they get read and they do not either.

I created a C:\Mercurial folder and copiet that Mercurial.ini into as well
and that did not work either. I have tried saving the Mercurial.ini as a DOS
(CR/LF terminated) and as a Unix (LF terminated) file but that did not make
a difference either. Is there something I am missing?
