mercurial-0.9.5 fedora rpm preview

I made a pre-release of mercurial-0.9.5.  I'd like to get comments, since
this spec file is a significant change from it's predecessor.  In
particular, I synced it with the one from mercurial head, since that seems
pretty close to working out-of-the box.
