Commented hgrc file

I've missed a lot a commented .hgrc file, as those one can find for some
applications, such as apache.conf. It helps getting the configuration
right without too much effort.

This could be the default config file, with all options commented out, or
could go into the contrib dir.

I'm no Mercurial expert at all, but maybe this first draft motivates other
more experienced users to get this right :).
