FWIW, BK commits all outstanding changes, unless given a specific list
of changed files to commit.  You appear to be correct about CVS, but I
don't care much about CVS compatibility, especially when I don't like
what it does :-)

I preserved Mercurial's existing behaviour in the changes that I just
posted.
