Ok, what about forcing the use of / as path separator in .htignore and
not doing any pattern modifications?

BTW, when I tried importing your changeset, I got these messages:

G:\repos\hg>hg import ../hgignore-patch.txt
applying ../hgignore-patch.txt
patching file `mercurial/hg.py'
patching file `mercurial/util.py'
`mercurial/hg.py' not tracked!
`mercurial/util.py' not tracked!
`mercurial/hg.py' not tracked!
`mercurial/util.py' not tracked!
nothing changed

whereas the changes were actually applied ...
